The New RRP RULE is Here! The Federal EPA's Renovation, Repair & Painting Rule (RRP) went into effect April 22, 2010 and requires renovation, abatement and painting contractors and other trades who may disturb painted surfaces in Target Housing, and Child-Occupied Facilities, to become Lead Certified Renovators.
The RRP Rule requires contractors to have painted surfaces that will be disturbed tested for lead BEFORE beginning a project, or must assume it contains lead.
In California, contractorsmay not test paint. California law requires contractors to assume all surfaces, in all structures built before 1978, contain lead-based paint, unless they have been tested and found to be "lead-free" by a State Certified Lead Inspector/Risk Assessor. No one else can test for lead-based paint in California.
Lead Surveys AES conducts lead-based paint surveys in accordance with federal RRP Rules, providing lead-free certification Inspections, and surveys per HUD guidelines (surveys are either complete or modified, depending on the goals of the project). The subsequent report includes recommendation actions and cost projections.
Lead Abatement AES prepares abatement specifications and bidding documents and assists with the bidding process (bid walk, summary of bids, process selection of the contractor, pre-construction meetings). We provide a state and EPA certified project monitor on-site during all abatement activities. This indivual, with power of attorney, signs hazardous waste manifests for material disposal and compiles close-out documentation at the project's completion.
Operations and Maintenance Plans AES prepares O&M Plans, based on complete survey information and including an organizational chart showing the individuals responsible for plan implementation, procedures for worker protection, training, and documentation.
